Error "FlexNet Licensing error:-15 , WinSock: Connection refused

One of our clients reported an error when trying to start the lmtools.exe on a Windows server.

lmgrd is not running: Cannot connect to license server system.

The license server manager (lmgrd) has not been started yet,

the wrong port@host or license file is being used, or the

port or hostname in the license file has been changed.

FlexNet Licensing error:-15,10.  System Error: 10061 "WinSock: Connection refused"


Solution
The error was resolved by running the lmgrd.exe and our artwork.exe daemon as "LOCAL SERVICE" as oppose to "SYSTEM SERVICE".
