ODB++ Matrix

ODB++ requires one and only one matrix file. The matrix file contains an array of steps and layers: steps are the columns and layers are the rows.

Each layer will have properties including: context (BOARD), type (SMT,SILK), name (comp) and polarity (positive or negative).
