Added Support for Polylines with Width
Tagger can now find and tag bondfingers built from a straight section polyline with width. Creates an intelligent block and supports the rotation.

Removed the Tag Blocks Option
This function was not ever completed and is not useful. Purge Block Automatically
When Tagger inserts the package drawing to be tagged in now purges the block after exploding it. This avoids the possibility of a self-referential block when using the drawing in Wirebond.
